Based on the pictures, The contractor did not used the chairs to provide the concrete cover to protect the installed rebars. It may be no engineer oversight to inspect the installed rebars.In addition, no quality control for the magnitude of this project. There are several epoxy products which may help to provide the cover. However, not knowing the design details, it will be difficult to suggest any retrofit. You may contact, Sikka to provide the protective cover. Occasional visibility of the rebars is not a critical detrimental concern however, it is not desirable, Sam shah

Dear Richard (Reidy), this is a 3-story building. The pictures correspond to the first slab. The contractor decided to stop the construction, but forms were already mounted. I agreed with you; everything should be demolished (even the concrete cores results in 2500 psi for concrete design mixture of 3500 psi). Everything seems to be wrong in this construction.

Remove the concrete deck with the misplaced reinforcing and repour the deck with better oversight for the reinforcing installation. Too often, engineers are asked to fix contractor's mistakes and compromise their engineering principles along the way. The only solution is remove and build the correct way.

How many stories does the building have and what story is pictured. Also, is there a story/floor already constructed above the one pictured? Have the contractor remove all of his shoddy work, including the beams, which look even worse than the floor slabs and redo using better forms, proper spacers, and code compliant workmanship.
