Dear Vinod,

M70 grade can be easily designed using the IS 10262:2009. As per the IS recommended Cement Content and other factors.
First I suggest to please share the properties of the aggregate, sand, water and the chemical or mineral admixtures used in your concrete mix design. Also the factors like the concrete is to be pumpable or non pumpable.

I recommend to choose the w/c ratio between 0.26-0.33.

You may do the mix design using IS 10262-2009. Note that this code is under revision and a draft is available-you may Google it and get.
