In my opinion the listed problems can be addressed by the pre-analysis of the structure,foundation and the isolation system.Though it seems very impractical but the brainstorming is needed for this topic. I've done some preliminary analysis and the results were quite pursuing but as a reference solution, idea, and research I found the topic very lonely..

Why can't we use a base isolation system for Dam structures? If it can reduce the frequency of the structure very significantly, why is there no research and discussion about this topic?
