    Can the foundations be designed considering the reduced live loads on columns.

    Depending upon the foundation settlement criteria and the type and duration of the LL, possibly for foundations on cohesive deposits with transient live loads.   Do not recommend using the reduced live load calculated by structural engineers using the IBC.
