    Greetings,

The Texas Department of Transportation has an Item in their standard specifications for "Cleaning and Sweeping Highways"  (Item 738, https://www.txdot.gov/business/resources/txdot-specifications.html).  This is probably used most often when the Department contracts for this service, rather than having their own maintenance forces doing this.  Sweeping removes dust/dirt which can cause a slick surface in wet conditions, minimizes clogging of drainage inlets, and improves the quality of stormwater runoff.

During construction, sweeping is routinely done to clean the pavement surface before applying a tack coat or interlayer as part of resurfacing.  A new surface will not adhere to an existing surface coated with dust/dirt.  It is also part of a chip sealing operation, in which a light brooming is done to remove excess material after the stone chips have been rolled before opening to traffic.
