Come join the ASCE Reston Branch for our IN PERSON ONLY February 2026 Meeting on Tuesday, February 17th starting at 11:45 AM

ASCE membership is not required, but an ASCE account (free) is required for registration.

Our speaker will be Alexandria Carroll (Complete Streets Program Manager for the City of Alexandria) and she will deliver her presentation on Complete Streets in Alexandria.

Presentation:

This presentation explores how the City of Alexandria is implementing its Complete Streets policy to design and operate roadways that safely serve all roadway users, including people of all ages and abilities walking, biking, taking transit, and driving. Attendees will learn about key design elements of Complete Streets, recent projects in Alexandria, and measurable outcomes, including safety improvements, speed limit reductions, and expanded multimodal infrastructure. The session will also highlight challenges related to funding, equity, and community priorities, along with lessons learned from recent successes. The presentation provides practical insights for civil engineers interested in applying Complete Streets principles in an urban context.

About the Speaker:

Alex Carroll is passionate about fostering walkable, livable, human-scaled communities. In her role as Complete Streets Program Manager for the City of Alexandria, Virginia, Alex plans and implements projects to enhance mobility, access, and safety for people of all ages, abilities, and modes, and she oversees the City’s Vision Zero Program to eliminate traffic fatalities and severe injuries. She has led major projects including corridor redesigns, intersection improvements, sidewalk installations, multi-use trails, automated speed enforcement, speed limit reductions, and more. Prior to her work with the City of Alexandria, Alex worked with the Alamo Area Metropolitan Planning Organization and with the University of South Florida’s Center for Urban Transportation Research. She holds a Master’s Degree in Urban and Regional Planning from the University of South Florida.
