In January 2023, the South Carolina Department of Transportation initiated a two-phase procurement process to select a Design-Build Team to design and construct the replacement of 5 load restricted bridges in Pickens County. After being shortlisted, the Palmetto Infrastructure/Carolina Transportation Engineers and Associates Team developed a project delivery approach focused on achieving SCDOT stated goals and submitted the winning bid for the project in June 2023. Notice to proceed was received in August 2023. This presentation provides an overview of the project and the current status of project delivery.
 
Jeff Mulliken, PhD, PE is an Owner and Partner at Carolina Transportation Engineers and Associates. He resides in Greenville and leads the firm’s Structural Design Practice and the Upstate office. He has over 35 years of experience including program and project management of major highway, interstate, and structures-related engineering projects. Jeff has extensive experience with the design-build project development process, procurement of alternative delivery contracts, and management of design-build projects, and he understands the balance among cost, schedule, and environment factors that are critical to project decision making. A sampling of his design-build project experience includes Cooper River Bridge Replacement, Carolina Crossroads, Darlington Raceway Tunnel, Carolina Bays Parkway Phase II, and I-85 Interchanges at GSP and BMW.
