April 2026 Presentation: Updates to VDOT’s ESC Standards and New Practices

Abstract:

Virginia’s environmental regulatory agency, the Department of Environmental Quality (DEQ), published its new policy guidelines and Stormwater Handbook (Handbook) detailing the specifications for implementation, design, construction, and maintenance of all Stormwater Management (SWM) and Erosion and Sediment Control (ESC) measures.  New ESC practices were introduced in 2024, and Virginia practitioners were directed to transition over to the new Handbook which replaced previous DCR and DEQ Manuals.  VDOT and JMT (as the prime consultant) conducted an extensive review on an accelerated timeline of all of VDOT’s and DEQ’s ESC measures and provided multiple recommendations to update VDOT’s Standards, Specifications, and Drainage Manual to comply with DEQ’s policies.  Working with multiple Divisions and Program areas within VDOT and several other sub-consultants, VDOT and JMT were able to refine their research and data collection, implement all of the necessary revisions, prepare deviation request forms, and develop special provisions for new ESC measures VDOT intends to ultimately implement.

Presenters:

Jacob Bauckman - Stormwater Section Manager, L & D Division, Virginia DOT

Jacob Bauckman currently serves as a Stormwater Section Manager within the L & D Division at Central Office.  Jacob has served with VDOT for 11 years including time with the Environmental Section as a NEPA Document Writer, as the Richmond District NPDES Coordinator and now in his role at central office.  His duties include oversight of the Approved Products List for Erosion and Sediment Control Product and Stormwater Management Devices, administers the DEQ training program, VPDES Construction General Permit acquisition and termination, and oversees the NPDES program.  He has worked in the Erosion and Sediment Control and Stormwater Management industry for over 20 years and has served in a variety of roles including SWaM Business Owner, Non-Profit Project Manager, Regulatory Authority (Virginia DCR & DEQ) and locality level positions.  Jacob received distinguished recognition such as the 2009 DCR Employee of the Year (Values) and the 2017 VDOT Outstanding Employee.

James Dishner, PE - Project Engineer, Water Resources Department, JMT 

James Dishner is a Project Engineer in the Water Resources department of JMT.  His technical background includes developing the drainage and erosion & sediment control plans for linear transportation projects, designing stormwater management facilities, performing riverine and floodplain studies, conducting construction and post-construction BMP inspections, performing and developing watershed management assessments and resiliency plans, reviewing products for the VDOT Approved Products List, and updating VDOT’s BMP Inspection and Maintenance standards of practice.  He received his Bachelor of Science in Civil Engineering from Marshall University, served over 6 years in the military, and is an active member of ASCE.
