Global MaaS Implementation:
Lessons from Successes and Challenges
Thursday, November 13, 2025 | 11:00 AM - 12:30 PM ET

Presented by the ASCE T&DI Mobility on Demand and as a Service (MoDaaS) Technical Committee

Mobility as a Service (MaaS) has often been described as the "next big thing" in transportation, but experiences over the past decade have shown that turning that idea into reality is far from simple. In this 90-minute webinar, experts from Europe, Africa, and the U.S. will share real stories of how MaaS is being put into practice. Participants will hear what has worked, what hasn't, and what these lessons mean for shaping the furture of MaaS in their own communities.

Mobility as a Service (MaaS) promises to change the way people connect with transportation worldwide. Yet, despite its potential to deliver efficiency and sustainability, real-world implementation has proven complex, and many regions are still exploring what is possible. This webinar features:

  • Roelof Hellemans (MaaS Alliance), sharing international policy and industry perspectives on MaaS frameworks and standards.
  • Ejiro Ikoko (University of Leeds), presenting research on the factors influencing MaaS adoption in the Global South, with a focus on Africa.
  • Elliott McFadden (Minnesota DOT), offering insights from a U.S. state-level initiative and the practical lessons learned so far.
  • Jean Ruestman, Administrator, Office of Passenger Transportation, Michigan Department of Transportation

Together, the presenters will highlight both successes and barriers, equipping attendees with practical knowledge to inform future MaaS strategies.

By the end of this session, participants will be able to:

  • Describe key global approaches to MaaS implementation and governance.
  • Identify major challenges to MaaS adoption, including technical, regulatory, and equity considerations.
  • Analyze lessons learned from both international case studies and U.S. practice.
  • Apply insights from policy, research, and implementation experiences to their own regional or organizational contexts.
