Please join us on Thursday, August 15th to enjoy lunch, a presentation, and a tech tour on the Grover Beach West Grand Avenue Streetscapes Project which is currently in construction. The project includes the installation of four blocks of new storm drain mainline, construction of new raised center medians and landscaping, new ADA ramps, limited sidewalk improvements, enhanced pedestrian crossings, decorative lithocrete crosswalks, and a FDR roadway rehabilitation. The project manager and project designer will discuss the project focus and impact that the public investment in this key corridor is having for the City, where public and private investment is transforming one of the major accessways to the City like has never been seen before.

Jason Mansfield, PE, Associate Principal at BKF Engineers
Jason Mansfield is an Associate Principal at BKF Engineers who has more than 29 years of civil engineering experience since graduating from California Polytechnic State University, San Luis Obispo. Jason provides design support and project management for a variety of projects including levee design, site development, utility design and relocations, roadway design, signing and striping design, and traffic signal design. As a “Jason of all Trades,” he has facilitated coordination between community members, committees and commissions, and city, county, and state agencies. Frequently involved in evaluating alternatives for a local agency, Jason is able to identify and summarize key factors that assist the local agency to select a preferred alternative. On all his projects, large or small, Jason strives to deliver value to the project team by exploring innovative design alternatives, understanding the value of stakeholder and community involvement, and respecting all aspects of the environment.
Erin Wiggin, CIP Project Manager at City of Grover Beach Public Works
Erin has been the CIP Project Manager for the City of Grover Beach since 2017. Not only does she oversee all of the Capital Improvement Projects but in working for a small department she also jumps in to assist with issues as they arise. Her style is very much a common sense and positive “let’s get it done” approach to addressing challenges. Prior to working in the public sector, Erin spent thirteen years in the private sector with a large architectural and engineering firm where she focused on Construction Management work. She has diverse experience in managing both environmental projects and vertical construction projects, while specifically managing large Federal Government construction projects.
Gabriel Muñoz-Morris, MPA, PE, Senior Engineer at City of Grover Beach Public Works
Gabriel has over 10 years of experience working in a variety of public works departments at both the county and city levels since graduating with his B.S in Civil Engineering from UC Irvine. Gabriel has worked in both design and maintenance divisions in a variety of disciplines ranging from road maintenance to drainage design. In his current role at the City, Gabriel oversees the development review section, encroachment permit section, stormwater program, sanitary sewer management plan, utility asset management and record management, a selection of CIP projects, and a variety of other regulatory compliance items. Gabriel loves getting to make Grover Beach a better place to live, work and play every day.
