About The Panelists

Danielle Chou

Enabling Technologies Program Manager at FHWA

  

Danielle Chou is a program manager for enabling technologies at the Federal Highway Administration’s Office of Safety and Operations R&D, with a focus on mixed-reality distributed testing and simulation. She is also the chair of the Steering Committee for the Center of Excellence on New Mobility and Automated Vehicles ("Mobility COE") that conducts research on the broader system impacts of emerging transportation technologies, including on land use, transportation system efficiency, and municipal budgets. She earned her degrees in mechanical engineering at MIT and spent 14 years at the Johns Hopkins Applied Physics Lab (APL) working on missile defense control systems before serving as an American Association for the Advancement of Science (AAAS) Science and Technology Policy Fellow at the Department of Energy’s Vehicle Technologies Office. Her research portfolio studies how automation, connectivity, sharing, and other mobility and technology trends can make the transportation system safer, more efficient, and more affordable.

 Hillary Orr

Deputy Director for Transportation at the City of Alexandria

Hillary Orr is the Deputy Director for Transportation for the City of Alexandria, where she leads Transportation Engineering, Planning, and Mobility Services with a focus on smart mobility, transportation technology, and government innovation. With nearly 20 years of experience in local government in New York City and Alexandria, she is passionate about connecting cities and private partners to share knowledge and accelerate how technology can improve urban mobility.
Hillary serves on the Boards of the Alexandria Transit Company, the Intelligent Transportation Society of Virginia, and formerly on CivStart—a nonprofit that helps GovTech startups partner with local governments. In addition to her public-sector role, Hillary serves as a strategic advisor to traffic technology companies, startups, and transit agencies—bridging public needs with private innovation to accelerate smarter, more collaborative solutions for cities. She holds a B.A. from Wake Forest University and a Master of Public Administration from the Maxwell School at Syracuse University.

Kristin White

Transportation Industry Exec and Field Strategist / SLED Go-To-Market Leadership Team at Google

Kristin White is a visionary leader serving as Transportation Industry Executive and Field Strategist for Google Public Sector, where she bridges the gap between Silicon Valley innovation and the public good. With a distinguished career that includes serving as the youngest-ever acting Federal Highway Administrator, COO of nonprofit ITS America, Minnesota DOT Innovation Director, and other roles, she’s managed $300B+ investment portfolios and led major state and nonprofit initiatives.

A lawyer and former Fulbright Fellow, Kristin pairs deep policy expertise with a human-centered philosophy to tackle global mobility challenges like road safety and expanding mobility access. Beyond her professional achievements, she’s a dedicated mentor, "human sunshine", women’s nonprofit founder, and a fierce advocate for advancing women in transportation.

 

Stephanie Dock, AICP

Innovation Division Manager at District Department of Transportation (DDOT)

Stephanie Dock manages the District Department of Transportation’s Innovation Branch. In this role she leads oversight and permitting for testing autonomous vehicles and deploying sidewalk delivery robots, supports agency use of aerial drones, oversees the DDOT Research Program, and advances innovation governance. Stephanie has been with DDOT for 13 years in research and innovation supporting projects as varied as demand based curbside pricing, multimodal performance measures, and pilots for nanotrenching and sidewalk data collection. Stephanie is a certified planner (AICP) and received a Master of City Planning from the University of California, Berkeley.

Shofiq Ahmed, PE, PTOE, RSP1

Executive Vice President at PMA

Shofiq Ahmed is the President of the ASCE National Capital Section and Executive Vice President at Peggy Malone & Associates (PMA). With over 10 years of experience bridging academic research and industry practice, he specializes in traffic engineering, safety analysis, and the application of Artificial Intelligence in transportation. A graduate of LeadershipITE and Vice Chair of the ITE CAV Steering Committee, Shofiq is dedicated to advancing the engineering profession through strategic governance and technical innovation in the Northeast region. He is certified as PE, PTOE, and RSP1.
