Just as the Infrastructure Investment and Jobs Act (IIJA) targets many of the solutions outlined in ASCE’s 2021 Report Card for America’s Infrastructure to raise the grades, the recently enacted CHIPS and Science Act of 2022 will help restore the United States’ commitment to research and development (R&D). Known as CHIPS-plus, the bill, which ASCE strongly supported, injects tens of billions of dollars into domestic manufacturing and increases authorizations for critical science and research programs.
The bill significantly increases authorizations for the National Science Foundation (NSF), the National Institute of Standards and Technology (NIST), and the Department of Energy’s Office of Science; creates a new Directorate for Technology, Innovation, and Partnerships at NSF; and supports the creation of 10 regional technology hubs across the country. The CHIPS and Science Act represents a huge win for the science and engineering community and will strengthen the nation’s scientific research enterprise for the future.
