I have reviewed your resume and you have a strong starting point. Your resume is easy to follow and professional. I have attached my comments that I feel can improve your resume further.
As for how to group your work experience, I think breaking it out as you have on your resume is the way to go. It shows that you are taking on new responsibility and progressing in your career. If most of the work is the same from one position to the other, you can highlight the differences by including the new duties for your new position and have a bullet point that states "Includes all work responsibilities from Civil Engineer I position", or something similar. That way you are not repeating the duties, but are also showing that you still handle those duties.
For the specific type of projects you have worked on, I think including them in your resume is a good idea, as future employers may be looking for someone that has experience with that specific project type. You can include that in your Object Statement section that I suggest you add to your resume (included in my comments). Or having a stand-alone section just to highlight the different projects is a good idea as well. Just be careful to not let your resume go over 2 pages. Too much information on your resume can actually be a negative thing, as employers will typically spend less than a minute looking at your resume.

Attached is my resume. I have a couple particular questions regarding how to structure my resume. My role really has not changed since I started working for Muscatine Power & Water, only my job title and a gradual progression in responsibility in my work. Should I be breaking out the description of work under each job title, or have it all as one since the work is all similar and related?
Also, since my work is highly based on specific types of projects that come up, should I have a separate area listing the projects I have worked on?
