ASCE Standard 7 (ASCE/SEI 7-10) and International Building Code ("IBC")

We are working on a community project that involves non-residential construction, specifically to restore an abandoned railroad to service. The leasing agency wants to reference its own building code for state buildings, or alternatively, the IBC.
We have proposed using ASCE 7. Given the unique nature of the engineering in the project, largely AREMA driven but with some standard construction, utilities, crossings, platforms, etc. would ASCE 7 be a better tool to use than the IBC?...

    Your thoughts are appreciated...

    Michael,

If the IBC is the building code adopted by the authority having jurisdiction, it is the legal document governing design in that jurisdiction. ASCE 7 is a referenced standard adopted by the IBC. Therefore if you are using the IBC, the loading criteria from ASCE 7 would apply, unless there are local amendments with other requirements. When there is a discrepancy between the IBC (the code) and ASCE 7 (the referenced standard), the Code prevails. However it is typically acceptable to work with both the owner and the building official if you want to exceed the code or use a more stringent design criteria, including anything in ASCE 7 that is beyond the code requirements.
